05 No Access to Inspection and Quarantine


China has strict regulations on food admittance countries and their food access, so importers need to know which countries and which foods are allowed to be imported in time before importing food.

In addition, for some varieties, such as dairy products, meat, aquatic products, bird's nest and honey, foreign food producers must complete the enterprise registration required by the General Administration of Quality Supervision, Inspection and Quarantine (at present, this work is accepted and supervised by the General Administration of Customs) before exporting to China.


Therefore, food from countries that have not been admitted or from enterprises that should be registered but has not yet registered are not allowed to be imported, that is, "no access to inspection and quarantine".


Certificate Reasons


The access reasons mainly refer to the food which needs to be imported cannot enter the country, for the source country of which has not obtained the access, or the overseas production enterprise of which needs to complete the entry-exit inspection and quarantine registration in China but has not yet completed.

Under the premise of admittance, "failure to provide certificates or certification materials as required", generally refers to the inability of enterprises to provide relevant materials needed for inspection and quarantine, such as certificate of origin, radioactive testing report of Japanese food exported to China.

07 Inconsistencies of Goods and Certificates


 

 

Before we get to the bottom of this reason, let's understand the concepts of "goods" and "certificates".


"Goods" means a specific import batch of goods, and "certificate" means certificate of origin, veterinary health certificate, phytosanitary certificate, certificate of origin of Japanese food exported to China, etc. In a broad sense, it also includes certification materials of enterprise qualification, such as test reports.

 

Therefore, "inconsistency of goods and certificates" usually refers to the quantity, weight, origin, name, specifications and other basic information of the goods declared by the importer in the inspection and Quarantine declaration does not conform to the real goods.

 

It is worth mentioning that any articles, even samples or labels, etc., as long as they come with the imported goods, should be declared to the customs. Otherwise, it will be judged as inconsistent.


08 Unqualified Labels and Packaging

Unqualified packaging refers to the product packaging, including external packing and inner packing, which does not meet the requirements of relevant laws and regulations on food packaging in China, such as the failure to use food-contact materials in the inner packaging, excessive publicity or improper wording on the packaging, and the lack of information required to be indicated on the package, and so on.


Common cases of unqualified labels include:

 1. There is no Chinese label for the imported prepackaged food;


2. The inspection results of format layout of imported prepackaged food do not meet the requirements of Chinese laws, administrative regulations and rules, and food safety standards;


3. The results of conformity test are inconsistent with the labeling contents on the label. All sorts of circumstances of unqualified packing or label, even only one of them, will multiply the trouble of entry.


The above eight points are the common "traps" for imported food.


In order to avoid the traps, in addition to finding regular, experienced logistics companies and customs clearance companies to reduce the risk of interception, we also need to know more about the relevant laws and regulations on food safety in China. After all, importing food in China is not something that can be done with "you have the goods, I have the money". It has to comply with state regulations.
